A vendor in Sionodra sells it. He is a bit north of the Fairystone Workshop. Once you recieved a scale you can grow them with Mystic seeds in the Nemed Region Farm Atelier

Why is it not possible for us to start from the lower tier recipes and work our way up anymore?

On recipes that unlock from lower tier recipes, you can--but almost no equipment is unlocked that way in Ryza 3. Mostly only Accessories, and only a handful of those. Weapons and Armor are mostly unlocked via the Skill Tree or by finding recipes in Supply Points.

How do I farm SP to max out the tree early?

Item rebuilding, Go up on the skill tree and unlock link morph and then item rebuilding, use rebuilding to just dump any items into the rebuild until you cant put anymore in focus on getting as many effects and as much quality as you can and then enjoy 2-3k SP per rebuild
