Diego is actually my main in DOA6 but I was never stocked by his lack of popularity. We all have our taste and favs even if most others find them lackluster
Maybe in Tekken 7 but he's actually pretty fun in 8. And his personality is that of almost any character that is stotic and serious (Jin, Lars, Kazuya, Eddy) all of which makes up for their gameplay.
It's funny how Rooflemonger said Shun'ei is like an anime character in KOF whereas this game is basically an anime style coated with all these colorful characters.😅 That aside Shun'ei is pretty cool and I do actually like his style that matches how he plays, like him dashing through the air with all that mobility makes him kinda look like a superhero with that jacket on his back as a cape lol. And personality as you said is polite and often timid, his interactions with Kyo in his rival fight is almost on par with his personality as well who are friendly and looking to have fun fighting.
The issue that people complain about shun ei is mostly his design, to me they only need to get rid of the headphones and loss the fold on the pants and the design will be ok. Also this is kof not arcsys game. Kof or snk character design in general have always been a balance or middle ground between realistic and anime, in shun ei case his design is leaning a lot more towards the anime side making him sticking out of place like a sore thumb.

As pointed out by Chris this was/is a style based in China, just because you and others don't like it don't need to judge about it. Benimaru is a cool dude that flirts with ladies but the guy wears such a flamboyant outfit it makes me thinks he gay, but judge him for that.

Also like I said balance between realistic and anime, kod design fit this balance and his design is not all over the place like shun ei. KOF more specifically lives in a realistic fictional world where gods and entity's exist where characters much like Shun'ei have different multicolored hairstyles (Athena, Leona, Iori, Isla, etc) and outlandish fashion. He blends right in even with his Fei Zhu Liu design
Necalli was really cool to be honest but it was how the devs presented in SFV storymode that really hurt him bad. Which is a shame cause I like his design(especially his skins) and gameplay that has him fight in an animalistic nature next to Blanka, (woulda have been cool to have those 2 as rivals imo). Don't know if he'll ever comeback to Street Fighter tho If possible they would have to reinvent him and change him like they did with Dee Jay and Ed. Same for my boy Rufus but that's for a different story altogether lol.
The story of Street Fighter 5 was what ruined Necalli. They promoted the character as the new big bad, and with how Capcom told the story...yeah. In my opinion, Capcom needs to do a hard reboot of Street Fighter's lore and story. As for Diego of DOA6, he looks like a prototype version of Brad Burns of Virtua Fighter. If you compare the two, they do actually look alike from one another.
"It's not for me, I don't like it!" to me is the fairest point of disliking something. To be fair, I don't like Shun'Ei either, I just like to explain things to kind of be a devil's advocate: "The reason for these choices is so that it's not just throwing stuff out there, there's a reason for people to like it!" The climax of Shun'Ei misses a fire going to the screen, and then cuts straight to characters boofing to the ground in normal camera.
frankly I don't think Shen'Ei is that bad at all, if anything he is over hated Necalli had potential, but Capcom decided to waste him Kollector in my opinion was interesting actually Katarina is rather Mehh , I think she is the least interesting character in the history of Tekken and fighting games in general Daigo I dunno what to think of , I don't hate him but he isn't that interesting much

Soo.. to try and go in order in terms of my impressions. I personally think Shun'ei gets WAAAAY too much hate. Like yeah he's not really that outstanding personality wise and his default design colors kind of clash. But with the fact that he's more of a country kid rather than a city one, it does make a bit of sense why he's dressed like that, trying to fit into the crowd kind of angle. Plus in XV, he definitely has started to show a bit more to him with his interactions with Isla and his battle encounter with Kyo. Maybe when a XVI does happen and he's back, we might see him get a glow up in terms of his design, moveset and character. Necalli, I personally think it was Capcom's answer to Tekken's Ogre, a being that feeds off the souls of powerful warriors and conflict. What I mean by that is that they probably intended for him not to be a full fledge character, but a Force of Nature. From what I've gathered, some people liked playing as him, but they even admitted that he was a disappointment in terms of a narrative. I along with others think it was mainly do to Capcom still pushin Bison and Shadolu as the driving force for V's story that they couldn't shift focus away from that, which resulted in Necalli feeling like an after thought and it seems very unlikely will see him again because of the reception. Kollector is really uninteresting character wise to me. He might have a unique gameplay and not another Shokhan but with 6 arms instead of the traditional 4, but there was nothing to him personality wise to grab my attention. Heck, Geras was one of the pros in 1 despite it still having problems. But Kollector is just nothing to me. He might not be D'Vorrah bad, but I'm not gonna miss him if he never returns on a roster. Regarding Katarina, this is gonna be hard for me because, in terms of all of Tekken's roster that isn't the Kazumas, Mishimas or Xiaoyu, a lot of them were either dropped in terms of their potential direction or just completely shat on (Hi Marshall Law), so it's really hard for me to get into the hype. Finally Diego definitely is uninteresting as with his fighting style just being a typical street brawler, his design is just a typical dude (nothing against casual street wear since I love Terry ans Kyo's designs) and compared to the likes of Nico (I know she's probably not that as interesting of a character, but I do like the Tech Geek that can throw a punch or two) and the other new characters both before and after, Diego just doesn't feel like he belongs on any roster. I know a lot of my points are more focused on story than gameplay, but I think a decent story and archetype can help give some creativity to a fighter's style and movesets depending on what they could come up with for them.
9:16, IMO KoF XV Shun'ei's climax is 100% better until the very end. It would've been so much better if they actually had him follow through on the punch and spike the opponent into the dirt instead of just recoiling back and falling to the ground.
Shun'Ei is fun to play, but god is his design very bad, and it just seems like they didnt really know what to do with him. As a new protag, I feel like there needed to be more done with him
As a tekken Miguel and kof 13 shen woo main i tried to make it work with deigo but i just personally felt that he was trying to hard to be a brawler he is fun to play but he would definitely fit the description as a dud

Shaheen was a bigger dud than Katarina would ever be imo. Shaheen got lucky cause he is Tekken's first Saudi fighter and that's all
