OK, so now *real solution* : due to local policies some Samsung phones will have no "Shutter sound" option available in camera options, therefore you have to use "Bixby Routines" in settings having the following routine:
[If section] : App opened [select Camera]
[Then section] : Sound mode [select Mute]
[When routine ends section] : Reverse these actions
Though it's the only way, it's even kinda good because now even if phone rings the camera won't record the sound.

Better use Do not disturb instead of Mute so that when you close camera app you don't always hear the sound effect for switching back to Sound On mode.
Those who are frustrated with this answer. Unfortunately it is currently only solution (with some models/brands), when shutter sound toggle isn't available on your camera settings. Example Samsung states following on their own page: "Some models and carriers may not allow you to disable the shutter sound."
And Nokia offers even better explanation:
"Why can’t I turn off the camera shutter sound?
We need to make sure we always comply with local laws and regulations. The legislation in some countries requires the camera sound not to be turned off. This is to prevent any privacy violations (such as pictures being taken of people without their consent).
If your software is up-to-date and you still can't turn off the camera sound, this is likely due to the privacy regulations in your country."

Try these steps guys-
Settings - Mode and Routines - Routines - Add Camera - If (choose Camera) Then (system volume drag until 0%) - When routine ends - on sound mode & volume - Save

In the US we can go to the camera settings and toggle off the shutter sound. In some countries especaily in parts of Asia they have privacy laws that prohibit that.
