I would say so in her case because its not her actaully natural voice. Someone like Kate bush singing in her natural range can do both - tour of live. Grace Jones Huala hooping while singing live etc. Britney is doing a fair bit of dancing here though to be fair not as much as always but a decent amount. Its more the case of focusing on the voice so much.
Yea her record label Jive Records and her Manager and the people that produced her material along with marketing her as a brand...totally forced her to change her regular singing voice range and high pitch her voice up a notch with singing and speaking voice so it sounds like she's younger and to give off the impression that she's a sweet little good girl..with the sex appeal in her image and dance moves at the same time.. it's sad to know that she was told to change her normal voice you can hear it when she sings on the record studio album but yes sometime s when she had to do the live performances her natural deeper singing range would slip out here and there n take notice when she did interview s her speaking voice started to sound in unnatural from higher to low regular voice n she went back n forth doing both .. it also shows even up till recent years in some of her noted videos that she posted during her cry for help while dancing and speaking she'd oddly enough slip right back to her high pitchy teeny bopper 17 year old self again like she appeared back in 1999..it's very similar in comparison to Michael Jackson s singing and speaking voice .. cause he also altered his voice higher throughout the many years of his career n switched to his regular deeper mature sounding voice and when he had to do interview s or speak most of the time he put on the M.J image persona to speaking in his high er tone soft spoken at times to be the m j that most people think of as the brand M J..

She’s standing still in that position to keep her diaphragm in check to sing live, how is that hard to understand? You can’t have both, even Beyoncé does one or the other and never at the same time or uses playback and you all die for her 🤫

This is why Britney lip syncs, they got her to sing in a unnatural way, she could do in the studio but in live performances it was a difficult for her to keep it going and she would swap in between voices as the choreographies became more elaborate, it became easier to be a performer rather than a singer, I feel for her they took everything away from her including her real voice, that must've been a hard to keep having to please so many people at once and losing herself in the process.
