There is a big difference between memorizing and understanding grammar rules. So I partially agree with you. Without understanding grammar, it is impossible to put it into practice. A good example of it is the correct usage of the present perfect. Many learners struggle with this tense.

I couldn’t agree more with you. If I remember it right, Dr. Krashen said that studying grammar only serves as an editor or monitor. In short, studying grammar doesn’t mean you will become fluent in the language.
