It’s normal. Nothing guarantees that the acne Will completely stop occurring. They keep coming on and off. As long as it is not excessive, it’s fine. Also the face wash alone won’t help. Try the salicylic acid serum

Tbh 10% niacinamide is very high in itself . Idk why brands formulate with 10% instead of 5% . I would say don't use it together but you do you.

Retinol - technically yes you can but usually I would recommend plz wait until you turn at least 24
