VAMPIRE SAVIOR: LORD OF VAMPIRE is a fighting game, originally released by CAPCOM in the year 1997 for Arcades, and also later released for Playstation, Sega Saturn and included in compilations of Playstation 2 (Vampire: Darkstalkers Collection and Hyper Street Fighter II: Anniversary Edition), Playstation 3 (Darkstalkers Resurrection / Vampire Ressurrection), Nintendo Switch, PlayStation 4, PC, and Xbox One (Capcom Fighting Collection).
The last compilation features online play with rollback netcode, training and spectator modes, save states, concept art, design documents, and a music player.

I'm sad this wasn't included in the Capcom fighting collection on steam but I guess capcom mainly focuses on the arcade versions. This complete darkstalkers edition is only available on PS1 or PS3/PSP/Vita or XBOX (Darkstalkers Resurrection).

I'm not so sure if it's the arcade focus or simply because it's less work than doing a full edition with everything added later. Cyberbots also doesn't have Z-Gouki. It is a shame.

Yes!
He is on the first and third game, but in Darkstalkers 2 he is fully playable.

It's a level exclusive to the PSP version of the game, Darkstalkers Chronicle: The Chaos Tower.
