He would have saw his caretakers weather those be his parents or the people who loomed him depends on the timeline even taking into account stuff like the child or the other they usually end with him getting factory reset back to a baby or full on reincarnation so yeah it would be his caretakers

How would you count it if the actor who plays 16 looks identical to a former actor but is'nt said former actor, would you count it as having the same face as said former doctor. Like if we get someone who looks exactly like Tom Baker or Matt Smith but is'nt them. Does it count as said former face coming back?
