Coincidentally did this job myself recently. You're after spraying on top of rust, you can see it @12:07, a wire-wheel would've made bits of that, this'll continue to rust and be worse next year. Need to go back down to bare metal ~1cm in the bad spots, apply rust converter, zinc primer and work back up from there. Wouldn't be surprised if there's pinholes under that rust (I found plenty unfortunately).
Thanks! Yes the ideal approach will be to remove the trunk lid, properly sand and take a proper amount of time for each stage. But I hope that this effort will last a little while, before rust starts to take over again. Maybe if the weather this summer is decent, I should be able to do it.
