If you're okay with a shit load of Wolves to fight, go to camp red tiger up North and go full aggressive on easy mode, play solo with 3 AI teammates all using M4A1s and go in the metal green building next to the generator and funnel the enemies in thru the door. After each time you clear the camp, log out and log back in to reset it. I personally get enough elites that I end up dismantling them all, I do end up with mostly LMGs and SMGs for some reason. You only need to have gear level 250 to craft level 250 weapons. Just keep playing-do missions and kill enemies. You know you “leveled up” when Maria sells you the higher gear score item than your current gear and the game world will naturally drop higher gear level.
You’re almost there. Just keep killing more enemies and eventually she will sell you level 250 gears. It should take about an hour or less to get from 249 to 250.

Just had to keep killing and eventually gear will start dropping that is +1/ Its very slow though like you said. You go up +1 gear score for about 1 hour of playing. There's a lvl 240 Behemoth that helped me get +1 drops quickly. Also camp Kodiak is a good spot to farm too.
I have 2 questions 1.If i get a good stat armor piece thats is 200 can i keep it to upgrade it later at 250 ? 2.if i have a blue or purple armor can i upgrade it to elite ?
I know this is really late but, you can't do anything with gear parts. After dismantled they just sit in your inventory unless a new update comes out allowing you to upgrade gear. The weapon system works but so far no news about gear working the same way

Those 2 points are absolutely useless. The max level of perks doesn't go higher than +30 and you can get that +30 on weapons between 240 and 250 with gold tier weapons. 252 is absolutely worthless as a hard cap because there is no weapon or gear that differentiates in perk level. It's POINTLESS TO WASTE TIME TRYING TO CAP. Also the 252 is obviously a broken mechanic in the random number generator algorithm the proof of this is the fact that you can't craft 252 GS weapons.

the only way in the entire game to get gear above level 252 is to do raids with 3 other players.

252 is max trough story 253-300 is raid

Your right! I was playing pvp and then i went to check the shop and now its at 249
Your game takes time to update to your actual gear score, just give it a few hours and play with some other stuff like pvp, sidemissions
I just replay 1 elite mission, kill all the enemies to drop gear then kill myself to repeat.
