Notice that Betty split up anyone who could be a threat to "management". Stephanie (another Vault 31 former resident) is now in charge of 32 -- and she took Chet and one of the guys who ran against Betty for overseer.
On the other hand, we now have two possible POV characters for next season -- Thaddeus, who might be a ghoul, and could be an opportunity to explore more ghoul societies in the Wasteland; and Chet -- who I think is going to start investigating things in 32 -- because as much as Chet tries not to see the truth, he's been changed by being around Norm. And that last comment of his shows he's very insightful when he wants to be.

the opening scene of this episode, with Erik Estrada (from CHiPs), is very similar to that of the villain's introduction in the 1966 film "the good, the bad and the ugly".

I've said this on many other reaction channels, I think it was Betty, Stephanie, or both of them who poisoned the prisoner's food in order to get Betty's relocation plan in effect. On a very longshot chance, Stephanie could have coerced Chet into poisoning the food.

That’s too long of a shot. It was most likely Stephanie, but it could have been some other vault dweller. It wasn’t Norm. Betty was telling him that his “careless” words motivated someone else to do it. Stephanie is from Vault 31. She’s ruthless.

We don’t know that it was actually blood. It was a red liquid. Was it weird? No more weird than Christianity, where they do a magic trick to turn wine into blood and a cracker into flesh (transubstantiation) and then drink and eat them.
