Sir, you failed to mention the "Freight equalisation policy" brought in by Nehru's government, which gave more advantage to Coastal states -- peninsular India including Gujarat -- over natural resource-rich states like Bihar-Jharkhand and Madhyapradesh-Chattisgarh. Due to this, more Industries were set up in coastal states as they were well-connected with the international shipping routes. This led the resource-rich states to only act as raw material providers. Another reason is that Nehru's government also brought lots of institutions like DRDO and ISRO to the southern part of India because of the constant looming threat at the Indo-Pak and Indo-China borders.

All the big steel plants were invariably in this region … Durgapur, Jamsehdpur, Bokaro, Rourkela and Bhilai. It was much later in the 80s that Vizag got a steel plant. However, Vizag was in a vantage point with with iron ore and limestone that would flow down the slopes of the Easter Ghats and high quality coking coal could be imported. The big aluminium factories were also in this same region … Koraput, Angul Ranchi was the hub for all industrial activity. Headquarters of SAIL (HSL) and Coal India, MECON, CMPDIL …. all were important in mining and metallurgy. Jamshedpur was an industrial hub of its own. TISCO, TELCO, NML, Tata Rehractories, Tata Bearings … all were there in Jamshedpur. West Bengal was a massively industrialized state even before independence. Bihar has Jharkhand while MP had C’garh. It is obvious that these states, both the people and their governments, never bothered to cash in on this wave of industrialization. Time and again they elected governments with pseudo-socialist agenda and allowed their states to fester.

Now, to answer your question, the resource-rich states were rid of the progress they would have made in the absence of FEP by attracting even more of the private capital which instead went to the big cities of the coastal states like Chennai, Hyderabad of erstwhile Andhra Pradesh, Bengaluru, Mumbai, Ahmedabad, Pune, etc. The examples you give are anomalies, especially Jamshedpur, which was a British Era industrial city. Also, you relegating your argument to Andhra Pradesh and Vishakapatnam - which is a again anomalous - when I'm talking about all the coastal states. I wonder how much of your opinion is shaped by current political scenario of AP, where the media, controlled by regional parties, constantly engages in circulating propaganda against the central government to cover up their own policy failures. Regardless, I agree with the point you made about the political and policy-level failure of the mineral-rich States. Anyway, I base my points on well-established studies conducted by eminent scholars and the World Bank (p. 257, World Development Report 2009).

It is good to know about your views on this north-south divide. Completely agree with you! We all together became a nation a we have strong nationalist feelings in us. Also, it would be great if you put forward your views and have more discussions with other intellectuals about the probable increase of lok sabha representation based on population. From your conversations I feel you are not completely for or against it. I am against it and would like to know how better we can come up better representation for everyone in this country.
So, I have an idea in my mind which might not be the best, but I would put it here anyways to for others to know and comment. I feel we should still have population based representation and say for every 10L people there should be one representative in the Parliament, where the contestants can be anywhere from the country. There can be an additional representation based on area. As we already have divided our country into districts, we should use this system and probably reform this system to have an additional representation in the Parliament. The number of elected members based on population should be equal to number of members elected based on area. So accordingly we can divide/reorganize the districts every 25years based on the numbers. The districts should all be almost in equal area (which might not be practically possible so we should have a limit say 3000-3500sq km or which is practically feasible). Also this area based elected member should be a local (definition of local can be decided by experts like, based on birth or based on last 10years of residence etc. so that the area based representation is actually achieved)
Development will 1st happen in one place and then expand to other places. Everyone should be open to it. So 1st one area should be concentrated. Example Hyderabad, Amavarathi, banglore etc

Therefore, it is inevitable that country will be split among different ethnic groups. Since, there is no ideological justification for a single country. As free market capitalism brings great inequalities. For example, in China there is great income disparity between coastal & inner provinces. But somehow CCP is able to manage it, through re-distribution of resources.

The trend in population growth may be decreasing in all the states, but the population is increasing in many of Hindi speaking belt. This will give definitely an advantage to those states by having more number of seats in parliament. I am not against any state based on the language or any other parameter, but the centre should not give a step mother treatment to some of the states, which is evident today. So naturally the idea of getting separated comes into mind of people who are ill treated. However, I wish we will be United as one country despite the dirty politics played by some political parties. Sir, you failed to mention the "Freight equalisation policy" brought in by Nehru's government, which gave more advantage to Coastal states -- peninsular India including Gujarat -- over natural resource-rich states like Bihar-Jharkhand and Madhyapradesh-Chattisgarh. Due to this, more Industries were set up in coastal states as they were well-connected with the international shipping routes. This led the resource-rich states to only act as raw material providers. Another reason is that Nehru's government also brought lots of institutions like DRDO and ISRO to the southern part of India because of the constant looming threat at the Indo-Pak and Indo-China borders.

But if you look at the number of big industries set up in the 50s and 60s, most of them ended up in the Chota Nagpur belt covering the states of present day Jharkhand, Orissa, Bengal and present day Chattisgarh.
All the big steel plants were invariably in this region … Durgapur, Jamsehdpur, Bokaro, Rourkela and Bhilai. It was much later in the 80s that Vizag got a steel plant. However, Vizag was in a vantage point with with iron ore and limestone that would flow down the slopes of the Easter Ghats and high quality coking coal could be imported.
The big aluminium factories were also in this same region … Koraput, Angul
Ranchi was the hub for all industrial activity. Headquarters of SAIL (HSL) and Coal India, MECON, CMPDIL …. all were important in mining and metallurgy.
Jamshedpur was an industrial hub of its own. TISCO, TELCO, NML, Tata Rehractories, Tata Bearings … all were there in Jamshedpur.
West Bengal was a massively industrialized state even before independence. Bihar has Jharkhand while MP had C’garh.
It is obvious that these states, both the people and their governments, never bothered to cash in on this wave of industrialization. Time and again they elected governments with pseudo-socialist agenda and allowed their states to fester.

Now, to answer your question, the resource-rich states were rid of the progress they would have made in the absence of FEP by attracting even more of the private capital which instead went to the big cities of the coastal states like Chennai, Hyderabad of erstwhile Andhra Pradesh, Bengaluru, Mumbai, Ahmedabad, Pune, etc. The examples you give are anomalies, especially Jamshedpur, which was a British Era industrial city. Also, you relegating your argument to Andhra Pradesh and Vishakapatnam - which is a again anomalous - when I'm talking about all the coastal states. I wonder how much of your opinion is shaped by current political scenario of AP, where the media, controlled by regional parties, constantly engages in circulating propaganda against the central government to cover up their own policy failures. Regardless, I agree with the point you made about the political and policy-level failure of the mineral-rich States.
Anyway, I base my points on well-established studies conducted by eminent scholars and the World Bank (p. 257, World Development Report 2009).

It is good to know about your views on this north-south divide. Completely agree with you! We all together became a nation a we have strong nationalist feelings in us.
Also, it would be great if you put forward your views and have more discussions with other intellectuals about the probable increase of lok sabha representation based on population. From your conversations I feel you are not completely for or against it. I am against it and would like to know how better we can come up better representation for everyone in this country.
So, I have an idea in my mind which might not be the best, but I would put it here anyways to for others to know and comment.
I feel we should still have population based representation and say for every 10L people there should be one representative in the Parliament, where the contestants can be anywhere from the country.
There can be an additional representation based on area. As we already have divided our country into districts, we should use this system and probably reform this system to have an additional representation in the Parliament. The number of elected members based on population should be equal to number of members elected based on area. So accordingly we can divide/reorganize the districts every 25years based on the numbers. The districts should all be almost in equal area (which might not be practically possible so we should have a limit say 3000-3500sq km or which is practically feasible). Also this area based elected member should be a local (definition of local can be decided by experts like, based on birth or based on last 10years of residence etc. so that the area based representation is actually achieved)
