I'll point out that her name is also not using Chinese inspired readings, contrary to all of her servants and almost every single other characters that we've been introduced to so far in the show. So it's not wrong to deduce from blond hair that the character is a foreigner. Now, this isn't our world, so blond genes may not be necessarily from the west here but rather from another cardinal direction, we'll have to wait and see.
