There's a simple reason to why a game this scope hasn't been made before, but first, we have to note that newer games are constantly changing the norms and expectations for future games to come, and do so at a certain rate, and because it ends up with how the business works at the moment in how publishers work.
Publishers won't fund games that will take a long time because they're not trying to fund dreams, they're trying to fund something that will sell. Will never let a game hold the games launch for the sake of making finishing touches or make it perfect, or add more development time by implementing the amount of activities Star Citizen has.
Hence why Chris Roberts used his own money to set up his own company, and develop, and publish his own games, so he wouldn't have to deal with Publishers and the rest of the gaming industry.
Now technical wise, it's probably been possible. The game itself, Star Citizen, is making AAA quality aspects for the shooters, racing, dog fighting, rpg aspects exc. They're being done to top quality, but the innovation in the game isn't any of those individual aspects them self, it's the fact that a game has all those aspects.
Not to mention the goal of the game is different that the goal of other games. Chris is trying to make his dream come true, the motivation comes from his heart, unlike a number of other studios and developers all of whom do it because they love it, but haven't gotten the chance Chris has to make their dream game.

I never really cared about this game but after looking at how much money you can pay just for the 'ships' it's absolutely ridiculous, I mean if they're just a bunch of in-game ships then why the fuck are they charging $18,000 for the entire pack of them? I better get a fuckin full scale model of one of those ships delivered to my door for that price.
+LopperUK It's a backer package, It's for people that want to actively support the game. Once the game is released you will no longer be able to buy ships with real money you'll have to earn them in game, they're not charging for ships, they're an investment incentive, you'll be able to get the exact same ship in game without paying a penny of actual money, it's an optional thing for people with spare cash who are essentially investing in the games development.

Regardless, featuring something like that is cheeky as fuck. I was going to back this game back in 200 A.D. When it was first announced, but I decided to wait like a smart man to see if it did anything. It didn't.

Have faith Mike. In a world of COD, buggy Ubisoft games and the never ending sequels (Halo 12 soon ?) We as gamer's deserve something Fresh and different. And in my opinion many things are not done or tried because it would cost too much or take too much work. If you have enough of both of these we can have the Impossible.

the biggest reason that its never been done in the past is because developers (or more specifically project funders thought it was a 1990-2004ish timeperiod. nowadays they think everyone only cares about old cod, AWcod, zombiecod, and now spacecod (#SWcod). but the sad thing is that last time i checked, cod is a fish, and it doesent last that long when you really flesh it out.

I wish they got some actual voice actors like Troy Baker or Jennifer Hale or Steve Blum. Voice actors specialize in this type of stuff so why get some unexperienced famous on camera actors? I will say Mark Hamill and Andy Serkis are totally welcome they are masters in this field.

I loved Wing Commander but the nightmare of "NOT" getting this loaded and playable during hours of trial and era for pre-alpha kinda turned me off. I have never had an issue like this and that was on a freshly upgraded PC. Though I have only been gaming since the mid 70's so maybe my lack of experience at downloading and installing. And it wasn't just me.
Who the fuck spends this kind of money and time on a game only to drop the ball even if only in a small way during a pre-alpha. So yea I really wanted to throw my money at it but not gonna happen.
