Rugby programs lie about players stats, years ago Martin Johnson and Richard Cockerill were on tv and Cockerill admitted he was 5-6/7 but in the rugby program 6-0 and 10kgs heavier than he was

hooper doesn't play openside, he hasn't in quite a while, he may have the nr 7 on his back but he doesn't contest the breakdown hard anymore and focuses on going forward.

I think you're mistaken here. "No tackle" is information to the ball-carrier, that the initial tackle on him was not completed so he can play on if he wants to and is able to. It doesn't mean "don't tackle".
