I think the main thing that killed the game was probably cause at the time people were just craving an Enemy Unknown sequel like crazy.

I love this game because it took the gameplay ideas of Clone Commando, Mass Effect, and Gears of War and actually made them interesting and integral parts of the gameplay instead of things you might occasionally remember to use.
It's a shame that the squad-commander shooter is practically dead today. I feel it had the potential to be just as prevalent as the Halo style movement shooter today if it was done properly early on.

I went into the Bureau knowing it would be a spin-off with a different take on the series. I was pleasantly surprised. I like the game a hell of a lot more than almost all of the reviews have given it credit for and I seems I wasn't the only one. I think Mass Effect helped because the combat and squad system reminded me a lot of that and to me that was a great thing. Positive association can go a long way.

Granted there were times where it did not feel like I was playing an XCOM game. Maybe something more along the lines of Gears of War. But for the most part, XCOM: The Bureau really pulls off making the world FEEL like the XCOM world. (Enemy Unknown and Enemy Within.) I think that fact alone means at least trying the game - Especially if you love XCOM.
I think this feeling is achieved by using some of the same voice actors, the same environments, weapons, alien technology, soldier development, same creepy music, turn-based gameplay (sort-of) and even the same kind of quirky humor.
For example seeing an Outsider spacecraft that resembled the Skyranger in XCOM EU. The game never explores or explains this but is this why the Skyranger looks the way it does? Perhaps the XCOM project stole some tech from the Outsider's back in the 50's?
At one point during the supermarket map in XCOM EU, I heard a radio playing some old song and the Bureau captures that by doing the same thing on a few missions. Some old song playing on a radio left behind. Kind of creates a spooky anxious feeling and makes you wonder what happened to the people who were using it as a lifeline.
Lieutenant Leon Barnes is a pilot in The Bureau that speaks with you during several mission and voiced by John Eric Bentley. The same voice actor is also one of your soldiers in XCOM EU. In The Bureau, Barnes speaks a little about his son. Could the soldier on your team who is voiced by the same actor be Barnes's son?
The obligatory "German" scientist is in BOTH games. Though one is male and the other female. (Dr. Vahlen in XCOM EU/W)
The weapons and even their order of discovery; Bullets, Laser, Plasma. The discovery of the sticky, alien grenade. The mind control ability. The alien interrogation (though not to the depth that I wanted.)
The dual choices of upgrades for soldiers and their specific classes.
The dark blue metal and glass floored structure of the Aliens is present in both games.
Little things like that on top of solid and fun Turn-based gameplay are what made the game a great experience for me. Bringing up your command menu will slow time to a crawl but technically you can't call it Turn-based since time is still moving. But issuing orders to your two soldiers does feel a lot like XCOM and has the same basic strategy elements.
I feel that only a true XCOM fan would pick up on all these shared qualities. It's a different game but all the lore, atmosphere and ambience of the XCOM universe is there if you care to look.
I beat the game years ago and I can see now where some of the bad reviews are warranted. Though I doubt that my reasons for why the game was a bit of a disappointment, (mostly regarding story-line), align with most others complaints - which I think are mostly superficial.
The XCOM fans were not expecting what they got. That alone can cause a ton of negative reviews - even when some of those people did not even give the game a chance.
Kind of like the whole Dragon Age 2 thing. DA 2 was by no means a terrible game, it's just different than Dragon Age 1.
It seems change generally makes people upset.
I say go for it - you'll probably find more there than you've heard.

I went into The Bureau with no expectations, I saw reviews and thought the game would suck, and in my first 10 minutes, I agreed, it didn't seem great, but then when I gathered a small team I began to enjoy the combat, fighting with my two squadmates against 100s of aliens was fun and gave me the unique feeling of my decisions in combat mattering more because I'm participating in active combat, I loved it! Finding weapons in the field and fighting the aliens with their own weapons was awesome, throughout the game I was surprised, caught off guard, I began the game thinking I could predict the game's plot, and I failed horribly, because the story had twists and surprises that kept me on edge, Overall I loved the game, and think it's a hidden gem that people overlook too much, great review!

I remember when I got this game for free on Humble.
Due to its mixed reviews I've seen on Steam, I approached it with low expectations, not to mention that I'm not a fan of the genre XCOM is known for in general... Honestly, I was pleasantly surprised with the game I got. I replayed The Bureau plenty of times to the point that I'm basically doing the yolo just like in this trailer I've never actually seen and still winning most of the fights. lol
Heck, this game actually increased my interest in XCOM and eventually made me think about giving the other games a chance, may I remind that I'm not a fan of TBS, but then again I also enjoy the Worms titles so I guess I'm just having standards.
If I had to describe The Bureau in one sentence, I'd call it "The Best Game Almost Nobody Liked".

rofl.. "YOLO" ? that is such something a millenial would say. I played through a lot of this game back on xbox 360 and I didn't have a problem with it, it was also during the era that hardcore neckbeards made it their mission to preach from their soapbox ruining everything. I couldn't even allow myself to be bothered with Mass Effect series thanks to them, but so much time has past the backlog just grows and grows. Millenials yolo philosophy has time warped everyone else to end game where the time is near missing out on good experiences.

As a huge classic 50’s and 60’s sci fi movie nerd, when i first heard the rough concept of the bureau, i was actually thrilled!
I assumed the following items to various degrees:
    1. Xcom clone set in golden age america.
    2. Enemies would be ripped from old films.
    3. Classes-agent, soldier, professor, medic, cop.
    4. You would fly a retro chopper to US cities.

The entire "commanded by a higher being" sends a very sad message however. It says that humans would not be able to overcome the Outsiders / Aliens / Invaders, that we need an Alien on our side or we stand no chance. Yet human history is a story of us prevailing over hardship on our own.

So while I did kind of like the story and did enjoy the game, I still hated the concept of playing as Carter/Asaru/Whatever Super Powered Protagonist. For me, the beauty of X-Com was commanding a crew of fully customized men to fight against overwhelming odds. Carter violated both of those draws. First his existence as a main character tore that focus away. Second, power-budget. He was way overpowered way too fast. It'd take weeks in typical X-Com games to access laser weaponry, whereas Carter got them in the first 1-2 levels. He can summon shit. Telekinesis. Basically, the Bureau messed with the game's internal power-levels. 3 under-equipped agents in the past was able to kill waves after waves of aliens...where far in the future, mere sectoids could nearly wipe out your squad of 4-6 soldiers armored soldiers with modern assault rifles. Letting you field 3 super soldiers who could tear hordes of aliens apart took the strategy games gave.
If I had the power to change this game, it's to up the level of customization and personalization of soldiers, remove Carter, and let players direct 4-6 customized agents instead, with a button to switch perspective at will. Replace the overly fantastic powers with something more mundane to ground your characters. Keep the more quiet exploration focused parts of some of the levels as they were nice. And slow the hell down with weapon acquisition.

    • @JewTube001
      @JewTube001 3 ปีที่แล้ว +1

can't really change that due to carter's true nature. maybe make another story based xcom 20 years later where you don't play as the sleeper.

It was great, some clips to it you still find on TH-cam as well as the exellent pilot episode of the British TV Series UFO from the Sixties. The pilot is also complete on TH-cam under UFO: THE BIRTH OF SHADO. by FandersonUfo The simililarieties between the two series and the XCOM Tactical Games are striking.

The Bureau could've been a decent game if the level design and AI were less bad. The third-person shooter gameplay was bland but not awful, it had a couple of neat mechanics and gimmicks going for it, and the setting and story were neat. I still hold that the twist at the end is one of the better ones in video games. It's just that the level design is boring as hell and the AI (both allied and enemy) was completely awful. While the initial fan backlash might have mainly been based on a "not muh XCOM" sentiment, I don't think the game being largely overlooked by everyone was unwarranted. It's not entirely a bad game and it had a bunch of cool ideas, but overall it just isn't a good game.
