I think we can all agree that Velma Kaling should be in prison. Some of her crimes include obstruction of justice, hate crimes, incrimination, blackmail, death threats and murder.
Vicky is too dangerous to be left alive.

I would say Amos Slade from The Fox and The Hound. Despite his job being hunting on wild animals, Todd the fox became a pet of Widow Tweed, so trying to kill Todd should count as trying to kill some else's pet. I know it's questionable to have a wild animal as a pet, but Todd's mother has been shot by a hunter and we never saw Todd's father, so the defenceless fox cub would have no chace to survive if Tweed didn't took him to her house.
And of course, Amos broke the prohibition of hunting in a reserve.

A few other cartoon characters that I believe should be in prison include Mr. Burns, Zapp Brannigan, and Carol Miller
I think a lot of cartoon characters from the golden age of animation should be incarcerated. I'm thinking in particular of Bugs Bunny, who psychologically tortures many of his enemies (he drove a man to suicide in one of his cartoons), Pépé le pew and Tex Avery's wolf, who are sexual predators, and Woody Woodpecker, who annoys people just for fun, steals from them and commits various other crimes such as traffic offenses, for exemple.
Why the Teen Titans?
In teen titans go! They fight each other, in the movie when the town was in trouble they didn't do anything, one episode Starfire and Raven let female criminals out for girl night and the teen titans harass the hive when they just be chilling in their tower

Dee Dee is a horrible person, but I don't know what crime she committed aside from being a jerk to her younger brother who just wants to get by.
You mean, aside from wrecking and destroying Dexter's lab in almost every single episode? Not to mention that what she does is essentially murder of poor Dexter's nerves. Once she even tried to convert Dexter to her way of seeing the world, and ended up temporarily turn into a pseudo-Dee Dee, which is turn led ro Dexter destroying his own lab and him returning to his life of solitude as he set to rebuild his lab for the uptenth time, with the rather depressing realization that his place was in his lab, not amongst the common people. There was also a musical episode in which we, the audience, are shown when it all started. And Dee Dee was a pain from, literally, day one. Within mere minutes of meeting Dexter, she poked him delicate, baby body too hard and made him cry, then sung cheerfully about it. And throughout the rest of the episode, Dexter makes neat things and already shows his intellect, only for Dee Dee to destroy said things on purpose, despite Dexter repeatedly asking her to leave him alone and she replying that no, she won't. And the parents are no good either. I mean, sure, the mom loves her kids, but she's almost totally oblivious to the way Dee Dee constantly mistreats and picks on Dexter, sometimes even defendinf Dee Dee without so much as asking what the issue was. And the father? He's a joke! He's show to care far more for his interests, like fishing, golf and his wife's muffins than anything else and won't care about anyone else's opinion. For instance, there was one time where all that Dexter wanted was to get a proper night of sleep, yet his *dear* ol' dad insisted on waking him up way before the Sun rose just so they could get to the local lake and fish, even tough it was clear that Dexter wanted no part on that. And if they weren't the first one's to arrive, Dexter's father would make him try again on the next day, and the next, and the next and so on. It reached a point in which Dexter was so done with it that he modified his father's car and even took the car's wheel to drive recklessly to pass another father-son duo that were also obssessed with being first to the lake. For pete's sake, it's been repeatedly implied that Dexter's father wanted a son he could play sports with and, well, he wanted a Jock and got a Nerd, to be blunt. Meaning he simply might not to care about Dexter at all.
Anyway, the point is that, Dexter would be far better off away from his so-called family. Hell, Mandark's family, while not perfect, at least support their son and make an active effort to understand him. Admittedly, with varying results, but they try and genuinely show to love Mandark, despite them being hippies and Mandark wanting to be an evil genuis.

@@artsenalproductions4813 Dexter's Lab was one of the shows I loved as a kid. I recently re-visited it, mostly out of curiosity as to how differently I would see it an an adult. That's why I remember what I said. I mean, as a kid I found their dynamic funny. But now as an adult, jesus christ. Things are NOT as magicl and funny as I remember.

I thought that if Dexter told her to not to take a bath in the Woodchipper, she'd still do it out of spite and it wouldn't surprise me at all.
Hypothetically speaking would Dee Dee go to jail for not telling the parents what Dexter creates in his lab? She’s old enough to know that an 8 year old shouldn’t be messing with electricity but she’s still a kid as well. There are kids out there who can build stuff realistically speaking but it would be a scary situation.
