The problem here is that in many parts of Africa not just Ghana The Chiefs / stools take land away from the families and sell it for their own gains and profit and the families lose because in Africa there are no documentation land is transferred by word of mouth through the elders nothing is written and so the government and/or stools meaning the Chiefs will take such land and sell it for profit and gain and the family gain nothing they lose this is where the conflict is coming from. The families want and rightfully deserve payment of their land. Give those people their money there is no free land
Residents can register your construction company and other service providers with the pav office. There is a form. In this way they will know who is moving in the village

Great job on the chief because he wasted no time in getting the police (and other top people) involved. My suggestion for my friends in the PAV is to consider installing CCTV cameras on all homes...even if thieves find a way to disable one, they may be caught on camera by other nearby homes. That was a brilliant meeting. I suggest they employ private trained securities for each apartment just as is done for gathered communities. The individual securities should have telephony devices that can help them communicate as the properties are somehow far apart.
Ekow please 🙏 this is my advice. Let the chief and the police get to know everyone living with the diasporas in their homes. Every diaspora living with a house helps should go to the chief and the police to write their names down and and let this house help sign a bond that, should anything happens to their madam or the house owner, they will be arrested or responsible.
Ekow they need to collectively contribute and collaborate with Ghana Police to build a Police Station and Post. They can also collectively contribute and buy motor bikes for the police patrol teams, install many CCTV cameras. Paid for by whom? The residents should start paying property taxes to fund these needs. That is how municipalities operate where they came from. Or they can create a homeowners' association to take care of these needs.
Most of the residents of the Pan African village being from Europe, US and other countries, know that security and other services in the municipalities they came from are paid for with property taxes, or in few cases, by homeowners' association (HOA) fees.. If they are not already paying property taxes on their properties, or do not have a HOA, they should either go to the chief and make a proposal for him to start charging them property taxes to fund such needs, or they can set up an HOA and employ round the clock security to patrol the village. Another option would be for them to go to the Ghana Police Service (GPS), and pay for round the clock protection for their village. They should not expect that the chief will come up with the funds to provide security for the village,, or that the GPS will treat them differently. There is crime everywhere, and towns and localities in the US and elsewhere address this using the property taxes they collect from residents.

It is important to consider the feelings and opinions of the indigenous people. There must be open discourse and solutions that benefit all stakeholder, not just the diasporans. Guards and bars alone won't stop these incidents. Aim for a fair integration of each side's needs and community goals.
