First off, Rameses was a broken villain. The soul responsible for breaking him was his father Seti. If anyone is pure evil, it’s Seti, not just for riding his son’s ass, but also for ordering a mass hit of genocide/infanticide. Second off, I would’ve thought of General Kai as an influenced villain. Influenced by the power of chi. He may have been broken. He may have been pure evil. He may have been both. But, I always really like he’s more influenced than broken or pure evil.
I would see Humpty Dumpty as both broken and pure evil because even though Puss betrayed him, Humpty brought Puss betraying him to himself because unlike Puss, he hates San Ricardo and would've done anything to have it destroyed, even by turning Puss against the townsfolk, framing him for a bank robbery. All that was done so his plan to lure the Great Terror to San Ricardo so she'd destroy the town would be a success. And it was, despite Humpty sacrificing himself to prove to Puss that he couldn't save both him and the Golden Goose.
Kai is broken because Kai fought by Oogway's side for a long time, one day Oogway was ambushed, Kai took his best friend to a village of Pandas who healed Oogway by using the power of chi and taught Oogway to heal things by using the power of chi, Kai wanted all the power, he realized that if something (chi) can be given, it can also be taken. So the fight begins between Oogway and Kai because Oogway had to stop Kai, their battle shook the Earth and finally Oogway banished Kai to the spirit realm.
Kai was pure evil explained in kung fu panda 3 he wanted the powers for himself n oogway vanished him he was hurt bc oogway didn’t want to join him on his evil path
