It was both, obviously if she kissed him in the cheek while they were both dressed up, he would have not reacted that way, he was already definitely holding back and the cheek kiss was simply the straw that broke the camel's back.
He was plenty turned on the moment they got into that room. The chapter has him respecting the space enough to still keep his wits about him and teaching her Japanese bathing etiquette.
She did say it's OK if he wants to do it then and there, but he withheld until that kiss.
