Which is the preferable option to convert from H4 to F1? Applying for COS within the US or going back to India to set up a visa interview appointment for F1 visa and then get the F1 visa? Also can we do both the things simultaneously? so whichever happens sooner, we can drop out from the other option?

Yes you can apply. But if your H1B gets approved first and then your H4 gets approved you will be on H4. Can't understand why you would want to apply for H4 if your H1B is in process.

What visa did you register the course from? You are allowed to study on both H4 and F1

2)For visa stamping, which country has a higher acceptance rate - India or Mexico?
If you get an appointment then please go and get it stamped.
As for high acceptance rate, no idea. don't fall for those things. our choice is to always go to your home country for stamping in case it gets rejected you're not in a foreign country. But considering you have a valid H4 visa, you can opt for any country.
The university that i applied in said that they do provide I-20 but that's only for getting initial F1 stamp. They don't provide change of status I-20. So, in this case, i'm supposed to travel back to India and get the F1 visa. What is the difference between these two scenarios? Also, Can i take admission on H4 and later change it to F1? Will my credits transfer?

No. It doesn't. Your H4 will still remain valid

I don't think most of the universities in US require GRE now a days only few colleges in US look for GRE. GRE is not dependent on visa status I assume

It'll let you know if you're eligible for Dropbox when you fill the form and try to book an appointment.. currently they are but in certain cases they still call for an interview
Can we also convert it by applying at US embassy in Canada ? I know it will be a tough option than home country but any idea on the processing times?

No you need an EAD to work or move to F1 if EAD will take a long time

F1 visa is to study in the US. You can study on H4 visa too but then you won't be allowed to do any Internships etc.

It's natural to feel that way because your surroundings are completely different. As you learn the nuances of the new country and understand how to tell your story better , you will get better! Just don't give up, keep trying, learning and understanding what works the best for your strengths and how to position and market your story better! Best of luck!

1) Directly coming through F1 Visa (doing our marriage after she gets her F1 visa stamped) OR
2) Marrying first, coming on H4 and then converting to F1
Depends if she is already enrolled in a college and knows that she wants to take the study route then directly come on f1. If she is looking to move immediately, wants to explore before she enrolls then H4
Maam, I am changing my visa status from H4 to F1,and I came to India before my course started for stamping. I found the option of dropbox and I submitted the required documents but after one week my visa got refused and I got a slip called 221(g) and there I found that I have been called for an in person interview. So I need some help regarding the interview questions. What should I reply for this question, "Why are you changing your visa status from H4 to F1?"
