Cycle Collision with car May 2024 - No hands on handlebars

Cyclist collided with my car in Lincoln in May 2024. Reported to ‪@lincolnshirepolice‬ afterwards who were not in the slightest bit interested and repeatedly followed up. Was told just to go through my insurance to get it repaired.
The rider of the bike was on his phone in his right hand, and his left hand was holding a bag with sandwiches in and he was riding with no hands on his handlebars, came out of a cycle lane on the wrong side of the road, cutting directly into my path.
If my car hadn’t have been insured, I’d have been the one in court wouldn’t I!
