From the woman who hit the headlines worldwide for painting her exclusive Kensington mews house in bright red stripes, infuriating neighbors in the process, to the couple whose loud back garden operas are causing a commotion in the countryside and the unhappy denizens of Hampstead who are up in arms about noisy gardeners, we lift the lid on these most upmarket of neighborly rows. At the heart of the documentary is the battle between two multi-millionaire neighbors, businessman Niall Carroll; and Zipporah Lisle Mainwaring, the woman behind the stripes.
In March last year, Zipporah Lisle Mainwaring got the exterior of her Kensington property painted in bright red stripes - very different from the muted tones of the multi-million-pound houses on either side. This action came in the midst of an ongoing legal argument about her plans to turn this two-story property into a dream home, complete with a basement pool and cinema. But basement developments in London have become highly controversial, and we’ll explore both sides of the planning issues around not only this case, but others too, and we follow Zipporah’s case as it escalates to a public inquiry.
We meet Mayor of London Boris Johnson’s sister, author Rachel Johnson, herself one of the most outspoken Notting Hill residents on what she sees as the horrors of living next door to a basement build, and Oscar-winning actor Tom Conti at his Hampstead home. He shares his fury that his beloved peace and quiet has been broken with the latest trend - to use noisy leafblowers instead of quiet rakes to keep their lawns looking lovely!

Went to read more about it. On 2017, a judge decided that section 215 cannot be used for aesthetics reasons, so she could keep the white and red color scheme and finally was allowed to renovate the house but only with 1 basement and not with 2 level basement.
Regardless if we think it was a waste of money, if we were in her shoes, we would also fight for our rights. She set a precedent in court that can also help other people.
I was shocked how there were hints of corruption and everbody was ok with it. The man contacting somebody from the council and checking "what can be done" (not if it was right or wrong per se), is a clear example how they try to twist a regulation (section 215) in their favor to cut other people's right.
Some people want to blame her for being petty but who really started this was his hypocrite neighbor that could not out bid her and probably rallied the neighbours to block her plans to renovate, when they at some point also renovated their homes and have a 2 level basement.

She ended up winning the case in the High Court to keep the red and white stripes and was ultimately granted planning permission for her renovation. Glad she got victory on both counts against her time wasting neighbour and that archaic council.

I came into this expecting to dislike her, but I actually adore her and admire her defense of her rights as a homeowner.

I have worked on the building industry all of my life and one thing that I have always despised is that allot of people want theirs but don't want anyone else to have the right to the same. People are so pompous that they think everyone should be required to do as they think. Planning commissions were formed to regulate continuity from outlandish things but have become a way for people to get power over the rights of others. This is a problem worldwide. In the US we have neighborhood covenants run by a council that is formed to keep a certain standard of living in that area. But they end up being taken over by people who are draconian with their interpretation of the rules. They are out every day looking for anything they don't like and find a way to use the rules to force people to do what they think your property should look like. And like the tyrants that they are anything they don't like will be punished as an infraction. They will make sure that you can't have anything better than them. I lived in a neighborhood that had a rule that you could not farm your lot. When I planted 4 tomato plants in my flower bed I was told I had to remove them by the home owners association because it was considered farming. I sold my house and purchased a neighborhood with no HOA. Now I get neighbors who tell me they don't like the type of flowers I planted and they don't like the fact that I have a camper. Everything looks great but they just want to complain. I wish missarible or envious people would just keep it to themselves instead of spreading their misery around.
That striped house is the best symbol of freedom I've ever seen, and I like that lady. What she is, is a badass, warrior woman. Keep fighting lady.

When I first saw house I was like, what a terrible neighbor; however, after watching the video I was like, "you go girl." And she's right, her neighbor is an absolute hypocrite. I think the neighbor was simply ticked off that he wasn't able to purchase the building. Believe me, if the neighbor had purchased the bldg I can guarantee you he would have done renovations and could have cared less about disturbing his neighbors.

Not really. Seen a case where someone painted their house bright green. Sun reflecting caused the neighbours inside glaring green. Had to tone it down to a pastel. Made sense to me. If you white walls are being "redecorated" into the color your neighbour chooses to put on their facade. You will be seeing it all the time, when they only when ariving. Save the strong colors for inside if you like them. On the outside, mind those that will be looking at it more.

@@tjallingdalheuvel126 your example might make sense if it actually affects the "lighting" of a neighbour's house. None of the complainants had such solid concerns. It just seemed that the "looks of it" annoyed them, as the original comment implies, emotionally, not in any sort of practical function and sense.
At 1st glance I thought the stripes looked garish - until I saw them in the street setting where they actually looked really good. Gave the house character in a chocolate box setting. There are plenty of projects in History that at 1st where scorned but are now listed buildings. I think she's great. Just love the way she wouldn't be silenced and stood her ground. The kind of person who put the great into Great Britain. The neighbours tiara/queen comment...oh dear. I suggest he puts his crown jewels back in the box and stops playing royalty.

The neighbor annoyed the other neighbors when he renovated his own home. He also wanted Zipporah's house so he could then expand his own, creating more noise for the neighbors. What right does he have to complain? He deserves all the noise he gets. Maybe have someone with a leafblower sent around to add a little extra.

I can build a giant basement and inconvenience my neighbors but I'll drag my feet and be an absolute demon to anybody else who tries to do the same. The hypocrisy is staggering. Good on this lady I hope she never stops being a thorn in that selfish idiots side.
Judging by the current house she has built in it's place (visible on Street View) she gave them many months, possibly years of noise and disruption that wouldn't have been necessary had he not attempted (and failed) to bully her.

Doing the basement = constant noise for at least a couple months
Zaphora is sensibly balanced, on the other hand dear Nial is narcissistic and an obsessive bully. Such a waste of time, ridiculous actually. Dear Nial wanted her property and he felt entitled, and the Tiara tale is a tell all.

I don't like him either, poor cat, but she just did this for revenge. She wants to fight and she wants to stick it to ALL her neighbours. That's petty, childish behaviour. Her stripes also lowers the value of the surrounding homes. She's a cow. I like getting along with my neighbours; she's selfish and entitled.

I do think there is an underlying phenological issue here. Stripes have a significance. She must want to show power and strength and this is what she has done. She is stubborn and dose not listen to others. A lack of empathy is also noticeable.
