One thing that helped me was wiping up the urine accident with the pee pad then having him sniff the urine on the pee pad. I did this repeatedly. Or taking the poop and putting it on the pad and letting her sniff it. Also if your dog won’t eat his poop leave it there on the pad for a few hours because they like to go in the same spots. When trying to teach my dog to use the bathroom outside; I walked her for a long time and when she started showing signs of needing to use the bathroom “sniffing around, circling, attempting to squat” I’d disrupt her and take her outside. You can also try picking up the poop and placing it out side where you’d want him to go or taking him to the same spot multiple times a day.
As princess said, apply the odor to the pad or new pad as you go. Also use a cleaner to get rid of the scent. Scent is a big factor in dog world. Now there are products that can work well that can be bought at pet stores and even regular stores, but vinegar is a great cleaner too if you find them expensive.

I own a malshi. He's 1 1/2 now, and he's bell trained to potty outside. Potty pads were a huge life saver
They love people. You're getting years of loving companionship.
But how to remove the pad and ensure they do potty over there itself ?

My 1st maltese would try to use the pad but didn't get the aim & concept of being on it. I ultimately learned belly bands were great him.
