In Italy, they're called "university students". Always angry and anxious, they consume huge amounts of alcohol and food, some of them smoke, after exams or lessons they wander the streets gawking at people wondering "how could I have a normal life like them". They like easy money too, whatever amount is sufficient and tend to boss arounds freshmen students.
You can find them walking in small groups where they'd just sit in a dark corner and cry thinking about that Analisys exam they have the next week (1500 pages minimum). They behave aggressively if you try to steal their notes.
During exams, they confine themselves for quite an amount of time (1-3 months). In this timeframe, food, caffeine, cigarette and alcohol consuming peaks.
They'd do anything for an ounce of coffee, which they consume in the otder of several gallons per day.
    Quite a dangerous, strange bunch...

Actually, in Italy we don't have such thing. The closest thing I can think of, are people refferd to as "Tamarri" (accent on 2nd "A"), known for their appearances.
Usually, they wear cheap reproduction of expensive clothing and jewelry (both males and females), their cars are usually somewhat modified with aerographies (also cheap, often nothing more than stickers) and VERY loud exaustion pipes.
The closest thing to a group of people like this, considering their inclination towards criminal activities, would be Mafia, divided in 3 main "types" based on their geographical region (we have Cosa Nostra in Sicily, 'Ndrangheta from Calabria and Camorra from Naples and the region of Campania).
While the simple members are kinda like gopnik, they are structured organizations, and their highest ranks have roots going back to the Middle Age, when Mafia was an association of agriculture workers that tried to fight the greedy landlords back.
To join their rank is fairly simple: perform a task they give you, and swear an oath to them.
Breaking an oath is a death sentence.
Even just talking with policemen is a death sentence.
To question orders is a death sentence.
You can... Sort of "leave" the organization, but in order to do so, you need to be famous within their ranks, be a highly respected member, be on good terms with the boss and then they MAYBE accept your leave, but they'll always keep an eye on you. They could also order that you come back, and guess what, refusing is a death sentence.
They mostly deal with huge frauds (we're talking about several hundreds of millions per fraud), drug dealing (a huge operation confiscated cocaine for a net worth of roughly 520 million euros in market value, triple that and you have the selling price), concussion, extortion, assassination... The list is really long.
They are ruthless; back in the 1996, they killed a child, Giuseppe di Matteo, since his father was about to confess. They melted his body with sulfuric acid and only his armwatch survived.
On another two occasions (23th may and 19th july 1992), they killed two members of the Anti-mafia squad, Giovanni Falcone and Paolo Borsellino, Falcone's wife and a total of 8 policemen, while injuring a grand total of 47 people in the process.
Mafia is also well known in Italy because it has some ties with some italian politicians and huge companies. They have links strating with the lowlife and up to the CEOs and governors, they have multiple ranks and often a member of a lower rank doesn't know anyone from above besides his direct superior.

Thank you Tanya for explaining gopniks, I had a feeling this was the explanation. Sergey talks a lot about them and sometimes claims to be one. I don't know why he does that, perhaps it is his humor.
Your description of gopniks sounds like many Americans! Rude, unmannered, uneducated despite going to school, always judging before knowing facts, disrespectful, some carrying guns, always looking for a fight, etc. I was raised Russian or old school or both and do not like such behavior. I like everyday, sane, kind-hearted Russians and all my friends are Russian. I am grateful for their genuineness. Oh, by the way, I am still working with my best friend in Ivanho helping to teach English. I love to help Russians.

In Greece we have something like Gopniks they called "Kagkoures" it literally means kangaroo like man because their only passions they have is to drive fearlessly (too speedy and drifting in corners ), they don't hesitate to race anyone if they want to just to show of, they mod their vehicle's with anything you can imagine, they steal motorcycle or bikes if they want to and if they are from the og "hood" they can steal and even rob. Ooh and casually they smoke pot and they sell drugs(mostly weed but the higher the rank equals harder drugs) most of the time.
P.S. Their exhaust can be heard from the nearby town if they group or as an individual

And the worst ones of them actually stem from rural areas, rather than from cities. Even the sunflower seeds are the same.

I have a friend from Russia and she explanes me also about Gopniks. I have seen also already some at the streets but no interaction because that's not recomended. But from the first time she explained me about that kind of people I was searching for some words/therm that they are called in Belgium but I never found. In the beginning I said "marginals" but that's not right. "Johny & Marina's" are closer. But maybe neither so correct. Then you also have "gabbers and raveteefs (= like gopnitsa)" and that is from clothstyle very close to the "chavs" what @TimWelsh wrote here as a comment. In the 90's gabbers were very popular and with many, also in The Netherlands, they have a certain cloth style and listening/liking certain rave hardcore technomusic. In the 90's there were a lot of them and so also much linked with "skinheads" which were then also offen racistic. (counts also for The Netherlands). But since 2000 it went back away this popularity and became a niche what it is now. They still excist but small group, but treu this music style lovers (and the must of cloth style is also quit over) + mostly not racistic or not the so much drugs wich used to be token in those worlds. But the image of aggresiveness and drugs still sticks to those "gabbers". (drugs where: XTC, cocaine and maybe more but I don't know much about drugs).
So I said: "Johny's and Marina's" they are mostly marginal but not all marginals are Johny's & M. (Also creazy artists can be seen as marginal. So with marginals I not so right in that saying.)
The Netherlands version of "Johny's and Marina's" = "Sjonies & Anita's". Clothstyle is super the same but don't know about behaviour.
