Alright so this list is purely based on characters that I already have in my roster and have tested it. So, if there are new chars that will be released in the future, this vid may or may not be outdated. Btw thanks for 500 subs.
TOP 10 (Strongest Internal without dsrugal supernull)

Both have the same strength on p1 side and also really strong on p2 side as you can see in the video.
TOP 9 (Strongest Supernull)

Unlike most supernulls who are easily beaten in p2 side, these two can wipe the floor with top tiers internal. If selected on p1 side they can replace all chars in the roster with an already dead char.
TOP 8 (Antimalware Registry type)

Legit the only antimalware character you can download, it works by creating a registry on your computer to load in your mugen before you can even select it. But he still can sometimes lose to some internal chars so i don't rate it too high like the cheap mugen wiki.

These characters can open up a match as soon as you select them, and they will automatically win. These two have the best defense and offense compared to other chars in this tier.
TOP 6 (Hypernull ALLEG40 exploit)

It works by replacing the "ALLEG40.dll" in your mugen file to load the character when you open up mugen and disable other chars as well.
TOP 5 (Strongest Secretary)

It works by injecting itself in mugen by using a bat file that replaces all characters in the roster with an already dead char.
TOP 4 (Hypernull)

It works by using an exploit in the zip file to load the character in mugen when you open it, making it wins instantly.
TOP 3 (Postman)
9:01 Green Colonel (postman mode)

Unlike Oaev (postman mode) or Dynamic://Parallax Lv3, Green Colonel actually deletes the opponent files.
TOP 2 (Frost Tier)

From what i have seen , this character uses an alternate app for mugen that modified every char dead except for himself and can counter hypernulls + secretaries.
TOP 1 (Ultranull and Omed)

This character only exist inside its exe and you cannot add chars inside her mugen, which makes her almost invincible, the only character that can beat her is SuperPony if you run her exe inside the mugen file.

This character code loads faster than all of the tiers below, making her able to intercept even postman characters. She is arguably the strongest character currently.

Ehh sorry for my impolite, I don't think that tier than Secretary can compare with some Invoker tier chars, because they are really 'out of question' and if I can use a driver with inter vt/ amd-v to make ept hooks, then there will too difficult to make chars can beat this because this is modern 'cheats' technology but not only in mugen, this is based on their tiers, they are not in a same tier and out of original rules, I will never talk about tier higher than Secretary and just theat these chars as a hobby making... If we want compare them with other chars, we should only compare them with other chars who have higher tier than Invoker.
Well i just scale them based on how many matchups they can win. Sorry if this scaling method isn't to your liking

I think methods of scaling chars technology/power are complicated problem, as I think, Secretary/omed have a biggest difference to invoker/ultranull: they need we running their code manually. This keep their have high code execution priority, I think this is not a good method especially in cheap character competition.(just my idea, and you can have different idea too)

mugen error is stronger than daring do because it still can kill some characters if you choose a character first and then run the bat unlike daring do
also what about top 10 strongest mugen 1.x chars? that would be pretty cool if you do it

It's not strength, just guys who missed their calling to be hackers, so they create cracked characters under Mugen 😆
