It depends on the situation at hand. Formwork are placed before reinforcement but in the case where the formwork will obstruct the passage and placement of reinforcement, then the reinforcement should be fixed first before formwork. Remember, in civil Engineering nothing is cast on Stone.... Everything is possible.
It's just a compound mixed into molten form and then used to fill up the 50mm space. U can see such space in some of street/road lights u passed by the road.

@@brybelchez3433 Grouting is needed in some cases Sir. Even though it's still good and more economical to place the Base plate directly on the Concrete Pedestal. You can check my recent video SIR. The Base plates were placed directly on the Concrete Pedestal as u said. Thanks for your Comment and review.
Sir, please how can the 50mm grouting be achieved on site and also the those nuts under the base plate won't it wash away from the bolt due to the application of load from the building
@@ChinonsoOgalanya The grout is compound mixed into a molten form and it will be applied with a spoon like tool. As for the downward BOLTS.... No, it won't go down under loading. U can check some of the street/road lights you passed along the road, they are light that some are even without Grout.
