There’s a phrase that engineers and manufacturers use: “yes, we tested the item, but we never expected someone to do that.” The devs probably didn’t expect anyone to actually stare at clouds for minutes so didn’t bother making them move, especially given that we spend most of our mission time over Mach 1.
there's also the fact that in AC7 clouds are not just decoration, but actually affect gameplay through icing up your plane and interfering with radar and missiles. The clouds having fixed positions essentially boils down to mission design
Not the first time I encountered this actually, it was in ace combat x. I was in my F4 to take down the Gleipnir in Standoff in the Skies I in Ace mode (Ik, very insane) and when the game loaded to the carrier, the aircraft was missing, I couldn't even move at all, had to press start to skip the carrier takeoff. And there's your war story with captain duct PS: those clouds suspiciously look like it's made by belka. Hm....... interesting...
