You get Helicopters (and other vehicles) the same way you get other weapons. By picking up Green Weapon crates from the field.
If you're starting out, join a multiplayer party doing a Hard mission, and either just give minor support, or stay out of their way. Won't be contributing much at first, but after that mission, you'll get pretty good weapons.

Do I need to play through on Hard difficulty to obtain helicopters or should I keep playing through on Normal for them to drop?

I believe if you play on the higher difficulties the higher tier weapons you get.

Hard way private! Take missions in hard mode.

You can grab some by playing Hard on the earlier missions. There are some low-level ones

Use Armored Vehicle Grape for speed, or play online and befriend a Fencer or Wing Diver.
