It says "up" on the tray so it's telling you how to install the tray. The OEM cabin air filter element also says "up" on it so the arrow on it should point up. HOWEVER, most after market filters do not have an up arrow. Instead they have an arrow that says "air flow" next to it. Air flow arrows should point down, not up. The up arrows in the Toyota parts have nothing to do with air flow.

Mine doesn't have that filter tray that the cabin filter gies in to and I've had my car from new wtf.
