The British electronic band Coil were doing this in the early nineties. Danny Hyde, their producer obtained one of the first Akai S1000 samplers to enter the UK. According to him he was the first person to time-stretch drums.
I've always loved Burial and Hopkin's textures. It adds just so much depth to the drums, makes it so unique. Great explanation btw gonna use these tricks now.
In my own little nod to Burial, the track "Spectre" used a subtle yet present texture of a record playing. Personally, I like using Waves Abbey Road Vinyl because you can control the various elements, including the inner distortion that occurs when the tonearm gets closer to the centre. iZotope's Vinyl works and it's free. And I believe Devious Machines's Texture can also do the same sort of thing.

Back then you can hear how many snares they used to stack to make one big one or three hi hats panned, detuned played at different intervals, mainly coz drum machines sounded very thin and needed effects and layering to fatten them up
I quite like 'Life' by xln audio. Makes nice rhythmic beds for your drums. Although it can get a bit 'samey' unless you dive a bit deeper into it. Also feels a bit like cheating...
The truth is, Burial came first and changed the approach to electronic music for everyone - either side of the pond. All the other artists you mentioned were drawing from Burial. (Aside from Kieran Hebden maybe)
Perhaps I'm an odd one out but Burial, Four Tet, Overmono grooves are distinctly un-funky to me. Just can't get down with them like that. King Brmeliad by Floating Points was very funky but that was a while ago.
