It depends on what you call ethical. They don't lure the mantas anywhere with food, so if they don't want to be there then they won't show. But there are a good handful of boats all in the same spot trying to find them. The mantas are very chill though and at no time did we see them distressed. We would recommend it but try find a good company. Our that we used in the video were amazing and very caring
