From observations in the field, my notes as a baseline for furriness are as follows: 0 - Self explanatory. Human. 1 - Limited furriness e.g ears and tails. 2 - Progressing furriness in extremities such as feet, paws, and/or fur/scales/animal-like skin on limited sections of the body. 3 - Partial or complete animalization with human characteristics such as bipedalism, clothes, tool use (eating utensils, weapons, dexterity with hands), ect. 4 - Complete animalization with limited clothing and decreasing human nature. Partial or complete quadripedalism and may emit animal-like vocalizations such as howling, roaring, ect. 5 - Just an animal. Lives purely by instinct. These research findings are by no means concrete and may change with further peer review and field study.
I would say with 4 it's a bit like the human nature now also shares space with the more animalistic nature, and may act out of both natures depending on the individual's personality/mental maturity. But for the sake of grading it on a scale without knowledge of the personality, I'd say your method is sufficient!
0 - Human 1 - Human with cosmetic items of an animal 2 - Genetically engineered human 3 - Furry, hardcore genetic engineering based from an animal or from a human 4 - folklore creatures 5 - animals 0-5 mythological and folklore creatures and aliens with shapeshifting ability. Might or might not just make you wish the artist returned to a flat 2 or escalated to a flat 3 as it can look kinda awkward. 3.5 is where the overall body structure is still clearly humanoid like 3, but the anatomical DETAILS are firmly in animalistic territory. No opposable thumbs, "proper" locomotion (like digitrade for a wolf) proper snouts and muzzles, haunches, absolutely no distinct non-fur hair on the head. Essentially a 4 that recieved a complete human(ish) skeleton transplant.

I am thinking, for mixes like the first one, you take a feature rate it on the scale and then rate the other feature and add them before averaging them, so the racoon head is just a 5 and the body is a 0 so the average would be 2.5 on the scale
