As an American (with experience) I do not know what the west expected. Russia said we will let Ukraine ship grain if you let us ship grain and fertilizer. Russia held up its end of the deal for a year and no arrangement was made for farm exports to be paid with the SWIFT System.

Couple of points, the losers in this are the rest of the world, especially poorer countries, because of higher wheat prices or no wheat getting through at all which in some cases means starvation, secondly, it seems most of the weapons and ammunition are being donated or given to Ukraine, not sold.

The only fly in the ointment would be Turkey's control of the straits under the Montreux Convention, so we'd probably have to sortie aircraft from Incerlik.
