Right up until the mid to late 90s into the early 2000s it was easy to lose contact with people as few people had cellphones back then. Also what a place looked like in 1994 is very different from it looks like today.

If that paternal grandmother did indeed take all that child's particulars it actually makes sense why she tried to have a new birth certificate done for that child. I think she was trying to change the child's name officially by having new birth certificate done. People do it all the time. She probably didn't like the name Nomthandazo and preferred the Sesotho version of the name. If all this is true then it means she ended up making life very difficult for her granddaughter.
