No you multiply it by 10^3. That’s how many millimetres are in a metre. If you multiply it by 10^-3 you get: 89.2 (instead of 89.2 million)

How many 4s are in 12? You divide 12 by 4 to find the answer. There’s no way to simplify it any more before he divided millimetres into his answer in meters.
However, I would have multiplied it by 1000 instead because there are 1000 millimetres in a metre. I find that more intuitive.

89km is 89 x1000 metres. Aka 89 thousand metres. Simples.
How many millimetres in a metre? A thousand. So multiply it by 1000 to convert metres to millimetres. He just divides millimetres into his answer in metres instead, to find out how many millimetres there are in his answer.
10^3 means 10x10x10 which is 1000
