Oil is now only making ca 5-8% of it's total revenue! Also we - the residence - contribute to the Governments income... Fines, Tolls, Service charges and fees are part of this, we are tax free here, but Tax free does not mean being exempt from paying we still need to pay certain things to the government, such as Service Fees for Vehicle licensing, Visa issuance and so on. And the country doesn't just put money into these cars because the UAE has too much of it... Companies such as Nike or Adidas spend Millions for advertising .. and Dubai does it this way. the UAE puts an insane amount of money into charities too...
