You don't count Palpatine because we don't see him do a lot in the movies, then you bring all of the other Legends and cannon stories for other characters. Let's look at some of the Emperor's stories. He kills Lemelisk several times only to have him cloned and "reborn." He befriends and talks to a group of twi'leks, including a little girl, only to order Vader kill them all. He plunges the galaxy into the Clone Wars only so he can grab power. He uses sith magic to twist animals into grotesque servants of the dark side. He orders the enslavement or genocide of countless alien species. How's that for disturbing.
Abeloth would probably be the most disturbing character because of how unstable she was (she was basically chaos) and she’s definitely the most powerful one

Tarkan didn’t put the fear in Darth Vader. Tarkan and Darth Vader shared the same ideologies and opinions on a ton of subjects. As we see in Star Wars The Clone Wars, in the Citadel ark, Anakin and (at the time) Admiral Tarkan shared some same ideas about how the senate and the Clone Army should be used. Also helps that Palpatine favored Anakin and Tarkan so Vader and Grand Moff being the highest ranks in the Empire is not a huge surprise.
Vader killed the officers because some of the officers tried to murder him. He wasn’t going to waste time to investigate so instead he killed 5 at random to scare those who tried to kill him and cement his place in the military.
