It could be used in emergencies, but it is not recommended to use it while charging for a long time.☺

Any mixer I've ever used, always says 48 Volt Phantom Power. Could you give examples of 9 or 12 Volt Phantom Power Condenser microphones please? Would much appreciate that, and others will surely find that information valuable.

Can I use it to supply power to pencil condenser mic and convert the output to 3.5mm?

It cannot operate in this way, only the capacitive microphone of the XLR interface can be connected. ☺
