So we're left with people who need help and supervision being left on the street to hurt themselves or others, to die of exposure or overdose, and the only time they get treatment is when they act out enough to get arrested. I have no doubt people will blame Ronald Reagan -- but he was sold the same line about medications, and agreed with their congress to shut down the asylums. He had no control over spending in other states, even when president.
