Trooper's Report: While on patrol I, Sgt. Nicholas K. Brown was advised by the Troop A Communications Center of a black female driving a black Chevrolet Traverse on Interstate 40 East near Dave Ward. According to witnesses, the driver later identified as Kristina Teague, was traveling at a high rate of speed and waving a black handgun out of the driver's window. Soon thereafter I observed a vehicle matching the description traveling at a high rate of speed on Interstate 40 East at the 135 mile marker. Due to the manner of driving I activated my lights and siren in an attempt to stop the vehicle. I also gave the Troop A Communications Center the license plate number and they advised that was in fact the vehicle that the witnesses described prior. Initially, Ms. Teague began to slow but then accelerated to over 100 mph. There was no doubt that Ms. Teague knew that I was behind her due to the close proximity of my patrol car to hers with all emergency equipment activated. Shortly thereafter I moved into a position to T.V.I. the vehicle. As I matched the speed and touched the rear right of V1 with the front left of my unit Ms. Teague applied her brakes abruptly. This disrupted the effectiveness of the maneuver temporarily. Ms. Teague once again accelerated and once again I attempted a T.V.I. As before Ms. Teague applied the brakes abruptly, this time stopping in the middle lane of Interstate 40 East. Ms. Teague voluntarily exited V1 immediately while I began to give her commands to walk backward toward me from a felony takedown position. Ms. Teague would not comply with my commands to walk backward which forced me to break cover and approach her. Ms. Teague was placed into custody without further incident. Upon a search incident to arrest I located a black Bersa .380 handgun in the driver's floorboard of V1. This handgun matched the description of the weapon that the witnesses previously described. Ms. Teague was subsequently booked into the Faulkner County Detention Center and charged with the below: 5-54-125(d)(2)2023 Fleeing - Vehicle or Conveyance - Exceeding the Speed Limit 27-50-302(a)(2) Reckless Driving 27-22-104(a)(2) No Proof of Insurance

It's all about them, they don't consider anyone else, ever, so stopping in the middle of an interstate isn't an issue. To her, others using the road are inconsequential, of no importance at all. I'm all for 2nd amendment rights, but FFS there has to be a standard of competence in there somewhere.
By telling her he wasn't going to talk to her, he spared himself the usual laundry list of health complaints and recent procedures she's had done, not being comfortable, wanting her mom, calling her lawyer, arguing about whether she did anything wrong,, needing a drink, having to go to the bathroom, I want my phone and my purse etc. Wish more LEOs would adopt this approach. Great job, safe outcome.

The 911 caller could press charges, but even then in a court of law it would be a bit of a challenge to make that charge stick unless the caller was recording it on their phone. Prosecutors will usually only accept charges they can win in court, and even though the perp probably was waving her gun around, that charge would be hard to make stick.

For those asking, the little doggie went with the tow truck driver (Steve's Auto in Conway). They will typically hang on to non-aggressive dog for a couple of days.
Probably not for her being an idiot and stopping ON the freeway but her waving a firearm around absolutely. Could be anywhere from menacing to aggravated assault to reckless endangerment.
Other than running a red light back in 2013, Kristina Rene Teague has had no other tickets or violations. Kinda surprised she didn't catch a gun charge.
Unfortunately I believe the police needed an eye witness, they might not have had one who seen her, or she might not have been directly threatening any one person in particular. Every state has different laws, if she doesn't have any priors all she'll get is maybe a few days in county jail, a suspended license, one really expensive ticket, court fines, maybe probation and astronomical insurance cost (not like that would matter much to someone who drives without insurance anyway).
She basically continued terrorizing other motorists by continuing to make everything about her by stopping all the traffic because she stopped in the middle of the highway. The entitlement is off the charts with this one.....

Arkansas is a permitless state for handguns; has been since 2013. You can get an enhanced concealed carry permit in order to take a handgun onto e.g. a school campus, but if you're not in a protected location it is not necessary to have a permit to conceal a handgun on your person or in your vehicle.

Other than running a red light back in 2013, Kristina Rene Teague has had no other tickets or violations. Kinda surprised she didn't catch a gun charge.

Unfortunately I believe the police needed an eye witness, they might not have had one who seen her, or she might not have been directly threatening any one person in particular. Every state has different laws, if she doesn't have any priors all she'll get is maybe a few days in county jail, a suspended license, one really expensive ticket, court fines, maybe probation and astronomical insurance cost (not like that would matter much to someone who drives without insurance anyway).

It is legal to carry a gun in Arkansas (open carry State). I don't think the Trooper saw it. So, unless someone wants to press charges for assault, I don't think the prosecutor will accept that charge.

Permits aren't required to own a gun in AR.
Alabama has a conceal carry law that does not require a permit. Law abiding citizens are the calm ones...
Arkansas is a permitless state for handguns; has been since 2013. You can get an enhanced concealed carry permit in order to take a handgun onto e.g. a school campus, but if you're not in a protected location it is not necessary to have a permit to conceal a handgun on your person or in your vehicle.
