1) Hindus are allowed to perform Puja of Shringar Gauri temple inside Mosque once in a year.
2) The religious places act is not relevant in Gyanvapi cos the act excludes heritage sites and Kashi Vishwanath is a heritage temple which the other community does not understand this

1) why are Muslims referred to as minorities when they are the second highest majority in India

Minority groups are the groups that are considered to have less power in decision making of the society. Parsis jains and buddhists are minorities because their influence in policy making is not that huge as compared to hindus and Muslims. Muslims do not get their rights violated because of their religion. Dalits do they can be considered as minorities.
