I find this scene extremely intelligent and fittingly written for the character of Robert California: He is always focused on power structures in the office, and he manages to obtain this power (unrestricted). But Jim and Pam have one thing over him: their perfect (and powerful) relationship, which holds its own position of power in the office. So it makes total sense that Robert wants to be a part of it - and in the end not anymore, because it wouldn't bring him any more value once he no longer held the alpha position. To put it in his words: "It's all about sex."
I mean let’s be honest here. Does Robert look like someone who would waste his own time. Of course he wouldn’t break plans unless it was absolutely necessary
The deleted scene was intended to be around the time, where David Wallce buys Dunder Miflin/Sabre back and replaces Robert California as CEO. After that, Rober California left the company and wasn't their boss anymore. Thus having no power dynamic (boss and subordinates) anymore.
