Whether you're a doctor, an electrician, a teacher, a cab driver, a hair stylist-even a tour guide!-the government increasingly demands that you get a license before you are allowed to work in your chosen profession. In the 1950s, only about one in 20 workers needed the government's blessing to do their jobs. Today, that figure is more than one in three.
Because of safety issues and concerns about accountability, many people think occupational licensing is a good idea. Yet licensing doesn't prevent fraud and incompetence (in some cases, it even provides protection from such claims). And all over America, people want to work but can't because it's often nearly impossible or too expensive to get the proper government permission.
In their book Bottleneckers: Gaming the Government for Power and Private Profit, the Institute for Justice's William "Chip" Mellor and Dick Carpenter document how established companies use government regulation, especially occupational licensing, to block newcomers and innovation. A "bottlenecker," they write, is "anyone who uses government power to limit competition and thereby reap monopoly profits and other benefits."
In the first of a video series, John Stossel introduces the concept of bottleneckers and shows how they hurt the economy in the name of keeping us safe.

Actually, many species of mistletoes are often considered pests that kill trees and devalue natural habitats. They should be cut from branches as soon as discovered.

As a person living in supposedly socialist northern Europe I'm quite amazed how many roadblocks and red tape there are for people to start business in the USA. Why is there a cosmetology board at all? Fire them and let people braid hair all they want!

While we have social ideas, everyone is, or should be aware, that no matter how strong they are, even our social ideas are based off of a market economy.
Not only are taxes only creatable through capitalist wealth creation, government also just puts the money back into the private sector. Public medicine is publicly paid, but privately produced, roads are made by private companies (though we wouldn't need govt for that xD).
Let me explain. Americans call northern European, especially Scandinavian countries "socialist" because those countries have more robust welfare systems. Although those countries are not actually socialist as they are market economies and in many ways more free market than our country. For example there's no minimum wage in many EU countries, several EU countries have lower corporate tax rates. Then as you mention less bureaucracy and regulatory red tape. So what you have are market economies which support a robust social welfare system. I'm not advocating for expanding the welfare state here in the US and I certainly don't want to pay what northern Europeans pay in taxes but I would certainly like to get rid of most of these cronies and bureaucrats.
@Daniel von Strangle As a European, let me tell you, NO. America having one of the biggest taxes on the rich is just factually incorrect. And I also don't think high taxes in the highest bracket are necessarily an economic problem. In it's best times America had maximum taxes of sometimes 70 per cent income.
@@QuinnArgo Except no one paid those insane tax rates. You could check out John Stossel's video on that where he interviews an economic historian anout why that system enriched even more accountants than it supported the government's coffers. It'd be a good start.
Second, people make a correlation causation fallacy with this argument. The tax rates came about AS A RESULT of a booming economy, not the other way around.

TheKahn14, I'm not sure if I'd call it a mafia if it's begging oriented, but if they threatened physical harm with a weapon of some sort or started punching you or such, then I guess, though I'd just call that gang violence akin to pointing a gun at someone or holding a knife to them and demanding money, if they communally work together to beg, even if they're pushy (without actually pushing or doing something corporeally violent to another (corporeal means it has something to do with the body, like corporeal punishment)), I would call it more of an organization or union rather than a mafia.
Organized poor people?! no wonder the government stepped in! I was repeatedly harassed by the City of Salem Massachusetts for giving away my art for free. If I wanted to juggle any place downtown I needed a permission. Non-compliance earned me continual harassment and admittedly the stress of it all caused me to share my art elsewhere. The fee was minimal. The control was the purpose.

A license should be a guarantee from the licensing body that they met some sort of standard. I should be able to choose if I want to use a licensed service or not and take the risk myself. There should also be room for competing licensing agencies.
CE, UL, ISO, ASHI, IPT, and many, many more for a wide range of industries and products.

Ano Nony what you are asking for is really trade associations which did exist back in the 50's. service providers could join if they chose to. That is actually where these licensing boards originated from.
You should not have the choice when it comes to Drone services.. it should be mandatory to hire 107 certified pilots because it truly is a potentially DEADLY job. You should be forced to learn to read VFR maps if you want to be a commercial drone pilot so you don't accidentally put your phantom in a helicopters blades due to blind ignorance.
teamSAF bmx requiring a person to have a license to pilot a commercial drone isn't the same as requiring a business to e licensed to do business and provide a service. I'm required to have a class A commercial drivers license to do my job, but the company I work for shouldn't have to be licensed or permitted to provide that service to a customer.

John I'm an elevator mechanic in he Washington D.C. area and our local came up with the bright idea to make us licensed to try and keep non-union companies out. Problem is the non-union elevator mechanics cannot be denied a license if they meet the requirements. So I now have to carry a license to work in Maryland, DC and Virginia and they cost me about $700 every other year on top of my yearly union dues.

I'm a general contractor. To become one, I just need to apply for the license...Done....Oh, and pay a fee of $60. It guarantees only one thing. The IRS can find me easier and I pay more fees and taxes.

It also holds you legally responsible if you screw something up. I live in New York City. I am a fireguard. I spend most of my time sitting and standing for hours. Every hour, I have to write a report indicating if I see any fire hazards; I write the same thing every hour and nobody checks my work. In order to do my job, one must have a security guard card which will cost nearly 200 dollars and you must pay for a yearly 40 dollar "8 hour annual" class in order to keep the card. You must also have a fire guard certification which is 35 bucks and there's a renewal fee to be paid every three years which is the same cost as the cert. I am licensed and paid to do nothing and yet it's the law.

Some years ago I was a licensed general contractor. To get the licence, all I had to do was provide proof of insurance, get bonded, and take an open book building code test. They did not care if I knew anything about construction, only that I could read, get insurance, and most important of all, pay them the licence fee.

You did not know about construction yet you were required to take an open book building code test, that must not have been easy to pass.
The license fee is generally cheap is it not; and it is well worth it, is it not?
Licenses and professional registrations are appropriate where the consequences of incompetence or error can be loss of life and limb, such as civil engineering, structural engineering, dentistry, and medical practice. Some of the examples given in this video clearly don't fall into that category, such as selling mistletoe and braiding hair.

Rules theoretically exist for the smooth running of society, but in actuality many, many, MANY of them exist because other people want to control you. For instance, in Florida, unmarried women who parachute on a Sunday could be jailed. Still want to argue about why rules exist?
You are probably right. It is the natural state of man to have his neck stepped on. The over-throwing of that condition was the project of America. Still, you asked what rules are for. They are for achieving predictable and reasonable standards in some cases and circumstance, but making rulers in all cases and circumstances.

Licensing is another business. I often joke, when I see the show called “what would you do “. I say I would do nothing because I don’t have a license to do anything.
Consider this....
If you go to Court and ask how they have the right to arrest you or fine you or imprison you....they tell you it's because you have a license and therefore have agreed to their Jurisdiction.
However, if you don't have a License they Arrest you for not having the License, claiming that they have Jurisdiction because you're physically on Earth at an arbitrary location they claim.
Never Contract with a 3rd party that only wants the benefits.

Licensing, tariffs and minimum wage laws are examples.
Licensing is OK if it's voluntary and the issuing organizations are private and have to compete to stay in business, but the violent monopoly that is the state should definitely not be in charge of licensing.

Yeah, but that already happens anyway. We have liability and malpractice agreements for that very reason, except now we pay the inflated price to get the wrong leg removed.

Licensing helps a lot with those things.
They are a good and necessary thing, but there is no reason for there to be a license for tourist-guides or cleaning personal.

We have the same problem here in Dubai and I hate it!
Making a living here is so hard and unnecessarily.
It's terrible for small and new businesses and young small entrepreneurs but easy for big corporations and already established businesses.

It used to be one could become a lawyer by studying law books and taking the Bar Exam. The requirement to also have a law degree was added to limit the supply of lawyers.

A marriage license is permission from the government to marry. You have to go begging to the state for their permission to enter into a private contract.
Marriages for long were the domaine of the church. We all know that sex outside of marriage was very taboo back then. It was basically a license to have sex, they should have called it a sex license.
And if you are caught married while intoxicated in a school zone, you can have your marriage license suspended (and lose half your stuff).
Sex outside of marriage was not taboo 200-300 years ago, there was a lot more prostitutes around - especially in the bigger trading-ports. Marriage License is about controlling who can get married. It was a way to stop interracial marriages, marriages between classes and today, inside a gender. Never about freedom.

Another problem is the states don’t accept licenses from other states, my mom went to cosmetology school in Arizona, got certified and cut hair for a few years until she married my dad who was in the Navy and moved to California where her license was useless, if she wanted to cut hair in California she would have had to go back to cosmetology school and spend the money to be trained to do something she already had been doing and licensed to do for a few years. Because of that my mom has not professionally cut hair in 30 years.
That's really sad.
Licensing doesn't do much compared to social media in consumer protection. I'll take looking at several Angie's List reviews before giving a crap about the contractor having a government issued license to do the work or not.

I quit being a Texas LICENSED Irrigator just so I could nose thumb the bureaucrats, I found a profession that did not require a license, so they cannot threaten they can "pull my license !" if I don't dance the way they want me to dance. Now I make twice$ what I made before.

actually, if states want to make driver licenses done correctly, then vehicle insurance companies should be the ones issuing driver licenses.

How about this? You can set up a licensing board and businesses CAN get licensed IF they want to call themselves "licensed whatever". The customer can then choose if he wants to go the licensed or unlicensed route.
Gov. Spencer Cox and Lt. Gov. Deidre Henderson signed their first executive order reviewing occupational licenses in front of the Territorial Statehouse in Fillmore Monday.
The order requires state agencies to review all occupational licenses to ensure they are truly necessary and are not outdated or incomplete.
Cox noted an example from 2011 where a woman sued the state over the requirement to get a license to braid hair. The court sided with the woman in 2012.
“Government regulation is often necessary to protect people, but sometimes requirements end up hurting people who are trying to enter an industry or profession,” Cox said. “We now have an opportunity to take a fresh look at our licensing requirements to make sure that we don’t have more rules than are necessary and that the rules we have continue to make sense.”
Utah’s new governor is taking action on this o his very first day.

Liked,shared. I typically ignore biased reports because they cater to specific interests and flat out ignore some facts (as we all well know) but this channel brings up workable solutions all and isn’t afraid to go against the bull of the established systems. Of course since I lean toward the left the options seem incomplete but holy hell i would rather have a partial solution then the stagnating mess we have right now. In a perfect world the government would be capable and know when and how to enact and regulate laws and licenses but this is not a perfect world and WAY more often then not we have the apove mentioned problems. Who knows maybe some in power will take heed of the solutions mentioned here and start to fix stuff. One can only hope, keep up the reporting.

The fees gov's reap from licensing are usually insignificant compared to the insurance/bonding requirement. If lawyers are snakes (and they certainly are) the insurance industry could walk under the belly of a snake and not have to take their hat off. The insurance industry thrives because of government enforced extortion. For professional licensing, for car insurance, and, unless Obamacare gets fully repealed, for 1/5th of the nations economy via health insurance.
Think how much wealth folks could accumulate in a lifetime if they did not have to buy insurance.

Private certifications work better for important industries that need them. The American Blacksmith Society (ABS) has both the master and journeyman blacksmiths that are recognized worldwide.
I've been a Red Seal licensed Tool & Die Maker in Canada since 1999, and I'm torn on this.
Some trades mandate that somebody licensed needs to perform the work (legally, like electrical, plumbing or engineering...but a lot of the time that doesn't happen, but that's another topic...)
Machinists, Tool & Die Makers, Fabricators...there's no mandate licensing. For context, illegal Mexicans can tile your bathroom, but ONLY a licensed electrician can run the wires to the electric in-floor heating to my parents bathroom.
The same day that was happening I was receiving parts from China that were obviously not right before I even touched a micrometer to them. So we stayed up all night and bashed out replacement parts at time & half...and the guys machining the parts were quasi legal Cubans & Jamaicans. Good guys, but one had a standing deportation order. BTW those parts are now being used in a nuclear power plant.
And my ex-wife was a former hairdresser...she always paid her license fee every year, even after she hadn't cut another persons hair for years. She got the GOOD shampoo for cheap :D

I am a licensed electrician. You should realize i am required to follow all codes and provide a safe electrical installation. If i do not i can be sued personally or face criminal charges if a fatality occurs as a result of my work. If you hire somebody who has not tested to obtain a license in my field and somebody gets hurt then it falls on the person that hired the non qualified worker. Licensing in my field provides a bare minimum of guarantee that the work performed is safe and will not harm others. Maybe other fields do not require an expert to perform the tasks involved but electrical does, so does most medical, steam pipe work, etc... you wouldn't want the guy behind the counter at quicky mart to perform surgery on your kid. Well without qualifications and licensing you run that risk..

When I was getting my irrigation licence, there was a woman next to me taking the test on behalf of her brother. She had never done this work before but yet she passed and can hold an irrigation contractor licence! My 12 years experience only meant I was the first complete. So as an Entrepreneur I have two choices work cheap like the competition, or do the kind of work that has clients saying "it was worth it" I choose the second.

I'm a tree worker here in California. The amount of licenses I need is dumb. I have CPR, OSHA 30, flagger, two chainsaw certificates, CDL class A and it's still hard to find a good paying job in the industry with my experience level

I own a high rise window cleaning business. There is no license that exists for that field. I have to compromise and get a janitorial business license.

THIS IS A MIXED MESSAGE.
Some professions do and should require licenses. Practicing Engineering, Dentistry, any of the Medical professions, Law, Flying a jetliner, Driving a semi, and others do require a license, and rightfully so. Licenses as these ensure only qualified people with the proper training and experience can practice certain professions. This is for public safety, wellbeing, and maintaining a standard. This also allows for maintaining standards, and, when necessary, enforcing them.
At the same time, some professions shouldn't require a license. Security guards, hair braiders, ice cream van drivers, taxi drivers, car salesperson, and a whole plethora of other jobs all require licenses in Denver. But, unlike licenses for professions like Medical, Dental, Law, etc. mentioned before, these don't require any kind of education or training. Ergo, these are just "permission slips" issued by the Government..... for a price!

ALL licenses have been created to "protect the public" in some way. Eliminating them requires ASSUMING RISK, which is something America could seriously use.

Occupational licensing has exploded over the past half-century
Licensing is strictly intended for transfer of liability. In order for a licensor to issue a license, and accept responsibility for a licensee's conduct, the licensee must demonstrate the necessary requirements (skill, aptitude, etc.)
Licenses and permissions are the key for inequality, corruption, monopolies and "buddies capitalism", no wealth distribution by taxes.
Same works here in Mexico and everywhere.
It is out right shameful little girl who wanted braces to straighten her teeth and was willing to go out and put in work to do it at such a young age yet they stopped her from doing so.
It's actually horrific and is leading people to desperation, civil war like divisions and social disharmony, street people and on and there is no stopping it now as society is obsessed and fully-in now on making levels of 'qualifications' to allow work and earning, more documents, more stages of paperwork, website certifications, more often, more of it everywhere for everything you can do.

Dropped out of high school because government policies regarding remote learning plummeted the grades of all my class. Then I needed a state ID to get a GED. Then, I need a license to drive a car. Then, I need gov’t mandated car insurance. Then, I have to drive for a year before I can do some semi-decent delivery jobs with my low experience. Since that is not an option, I look into side hustles. Turns out that I need special licensure or other regulations to power wash, detail cars, flip cars/motorcycles, and probably more garbage that I’ve yet to find out about. All this while they tax me at my garbage job I currently have. Every step of the way, government, that demonic leviathan, has ruined my life. I’m getting sick and tired of it.
Until he said, "... the vast majority of occupations" I agreed. Obviously they aren't taking the principle all the way. Too bad.
Government license interference is ridiculous. I can't believe Uber & Lyft exist despite Cab Medians which were required in Chicago. Now there's so many cabs in Chicago I don't know how Yellow Cab stays in business.

Actually, it's the other way around. Opening new lanes makes highway congestion worse and closing lanes discourages driving, making congestion better.
