Asian immigrants, especially Chinese, have no idea how to keep their restaurants and stores clean and up to code. They're not used to having to do so. It's a culture shock for them.
It’s not just Asian restaurants. A friend worked at “white” restaurants like Black Bear Diner and casual high end restaurants. Most all have serious hygiene problems from ice machines that never get washed to old frothy orange juice replaced with a fresh batch without washing the container. The only few places that he said was clean were really expensive high end fine dining restaurants. So pay a lot for a meal or you can be sure it’s not 100% clean. They need to crack down harder on these cheaper restaurants and fast food restaurants. They let them fix and open again so no one takes it seriously. After 3 C or worse grades, it should be SHUT DOWN permanently!
Why do you call American Dining “white restaurants”? That doesn’t make any sense. Do you know how many different types of Europeans exist each with their own individual culture? Actually, in my experience, Anglo-Americans tend to be fairly clean, at least in middle class neighborhoods. I tend to to think it has much more to do with the class of neighborhood you’re in. Asians have a bad track record though.

Problem is he’s not entirely wrong. When it comes to seafood, it’s not easy to just keep things clean. If we’re dealing with live seafood, it’s hard as mad hell to keep everything as sanitary and above board with regulations and so forth.
We need to look at our enforcement process for food establishments. Why are places allowed to continue after constant failure? The process is wrong to allow it time after time. Once is the warning, twice should be a shut down.
