If you mean like in the vid, it's actually the EASIEST map modding thing in hoi4 you can do on a large scale. I believe you just need to just use gimp/Photoshop to swap the stuff in province, height, terrain, and river maps. Gazap! The complex spaghetti map code paradox wrote that makes it very hard to make a new map plays in your favour, and you don't have to edit any text files.
