Same problems that Delhi faced in early 2000's. Metro rail system in Delhi is one of the best modern experience in India. I have seen Delhi metro grow from few kilometres in to hundreds of kilometres of track, both underground and elevated. I think Karachi should go for a metro rail. It would be effective in long term. i visited karachi first time in 2011, while walking on road i casually pull my mobile fone out of my pocket , and my cousin , who was living there from many years said me abruptly, "keep it inside, this is not punjab".

I am also moving out of karachi due to this inconveniences.. The city is unliveable now no electricity no water no infrastructure no law... No point staying here and if it continues like this people will start moving out of karachi for good.

You pointed out that rich people live in the suburbs and the poor people are housed in the innner city, that is true for the US and most of the world, but in Europe the rich live in the inner city and the poor in the suburbs. Therfore, this point is kinda trivial. Only a good public transport system is required to reduce traffic congestion
In a nutshell, US suburbs have a better quality of life than cities and vice versa for Europe.

Karachi is divided into two groups. One is the normal law abiding citizens and the other group is of mafias. Mafias has both elite members as well as poor. The only way out is that a group of loyal citizens should emerge and take over this city from mafias. Even there's no harm to make it capital again. That way government will be forced to make this city clean and safe.

Naya Raipur is the best city the Indians have ever build. City is not about how big it is or how much economic foot print it has. It is all about how well managed the city is and quality of life it provides. Naya Raipur has centralized command center that takes care of everything like electric and fibre optic cable, sewer lines which are all underground.
So articulate and informative Dawar is and Junaid bhai is always on point.

if i could blame one thing for the prevailing situation it could be the qouta system, it has allowed people to get positions that they have no clue of or haven't ever seen a properly functioning city.
one other thing I'd like to point out is that karachi has grown out beyond control, the infrastructure just can not bear the population. developing new cities throughout the province is the only way to ease the congestion.
new industrial centre should be built in cities in the interior where there's some room for infrastructure expansion.

Reverse Migration. This India adopted in Delhi, Mumbai & Hyderabad . Make Twin Cities in outskirts of Big Cities with Good Job Opportunities & Make sure infrastructure is good enough so that all new corporates are established there. Also establish a Good Public Transport among these Twin Cities. This way many Persons from Cities or New Migrants in City will prefer to live in newly developed City .
Best example is Gurgaon,Noida in Delhi NCR & Navi Mumbai in Mumbai
