Because the city of Jerusalem was founded by the Prophet Dawud/David some years after the written Torah was finalized. But the Torah does refer to Jerusalem many times using other names. The Koran also refers to Jerusalem at least 70 times. So Jerusalem is holy for both Jews and Muslims. But the word Jerusalem is not to be found in the Torah or Quran. This criteria is not applicable.
