I'm a foreigner and live in the Philippines and you might also so you probably know "94% of all Filipinos are conversational with English" Is complete BS. Might be 60% in big cites and maybe 20% in provinces where I live. Also conversational is a very broad term to interpret. You can pull teeth trying to convey to somebody what you want and technically you had a conversation in English but you had to do gymnastics to figure out a way to make them understand what your saying. I would not call that conversational. Why this statistic struck a nerve with me I don't know. :)
