Can you state the year(s) in which the list of countries was actual? (answer at the bottom of this comment)
The list is consistent, though there are two mistakes that may seem confusing at first.
Firstly, she says "Republic of Ukraina", and there was never such a country (even now Ukraine isn't called like that). At that time Ukraine was a part of USSR (USSR was mentioned in the video too); maybe the source considered USSR as a kind of confederation so it's inner republics were listed too. The correct full name was "Ukrainian Soviet Socialist Republic", but the authors didn't have such data or didn't care I guess(?) It was a just a region with no internationally recognized name after all.
Also she swapped Austria and Australia: actually the latter is a commonwealth, and Austria never was. It's obvious she can't read English well and sometimes messes up with pronunciation, but I listened to around 4:00 and finally understood all the names, though repeated some fragments several times.
    (scroll to see the answer)
    1963 or very late 1962
The most restricting one is Republic of Tanganyika, which only existed under this name between December 1962 and April 1964. I narrowed the period further probably because of some other African countries (don't remember, sorry)
